Will the parents of a child be held accountable for allowing him to go astray?

الاستفتاء

What does the scholars of Islam say about the following issue?
I have a younger brother who will soon become 15 years of age. When he was 13, my mother purchased a cellphone for him, on which he downloaded apps such as WhatsApp, Facebook, PUBG etc.. Eventually, he started becoming less and less inclined towards learning. Now he is becoming 15 and he doesn’t even know any Duas (supplications), or even how to perform Namaz. He is not interested in learning and he has become very inclined to these meaningless things. He stays up very late at night on his cellphone. Regarding this, I told my parents that since he is of such a young age, they should take the cellphone away and not return it to him, and teach him how to perform Namaz, Duas, or send him to a good school or Madrasa to secure his future, and so that he will be able to differentiate between Halal and Haram, and right from wrong, but my parents said that they will keep giving the cellphone to him. Whenever I reprimand him for misbehaving or being disrespectful, they immediately become angry. I told my parents to not allow him to go to waste otherwise the sin will be upon them. He is becoming more and more ignorant. He does not go to school or Madrasa. Will our parents be held accountable for this on the Day of Judgement?

الجواب حامدا و مصلیا

The Shari’ah has made parents responsible for giving their children a proper upbringing, providing for them a religious environment, teaching them Islamic manners and etiquettes and keeping them away from negative influences. If the parents fail to fulfill this responsibility, they will be held accountable for it on the Day of Judgement. For this, it is necessary for parents to properly supervise their children, and in particular, restrict them from freely using cellphones and the internet. One must avoid being neglectful in fulfilling this responsibility.
And Allah knows best.
