What should I make my Nisab, And from which date should I check it?

Last year, the government had announced that the Nisab of Zakat in Rs.46,000. Based upon this, I had owned the value of the Nisab in the month of Safar. This year, the Nisab was set as Rs.80,900. What should I make my Nisab? And from which date should I check it?

الجوابُ حامِدا ًو مُصلیِّا ً

The questioner became Sahib-e-Nisab from the day he possessed the amount that equates to the value of 52.5 tola of silver. But since in order to pay Zakat one must possess the value of the Nisab for an entire year, if at the end of the year the questioner does not possess this value, he will not be responsible for giving Zakat.

وفي حاشية ابن عابدين: قوله وجاز دفع القيمة أنها تعتبر يوم الوجوب، وقالا يوم الأداء كما في السوائم، ويقوم في البلد الذي المال فيه إلخ (قوله: تعين التقويم به) أي إذا كان يبلغ به نصابا، لما في النهر عن الفتح: يتعين ما يبلغ نصابا دون ما لا يبلغ، فإن بلغ بكل منهما وأحدهما أروج تعين التقويم بالأروج اھ (2/ 299)
