The ruling on sacrificing an animal with broken horns

السلام عليكم ورحمة الله وبركاته
I hope Mufti Sahib is well. I would like to know if dehorned or disbudded animals are permissible for Qurbani. Many cattle farmers dehorn or disbud these animals, and they are later sold for Qurbani, especially cattle.

الجوابُ حامِدا ًو مُصلیِّا ً

It should be noted that if an animal’s horns are removed from the roots in such a way that the procedure affects the brain, then the sacrifice (Qurbani) of such an animal is not permissible. However, if the method used does not affect the animal’s brain, then the sacrifice of such an animal is permissible. Likewise, if the animal’s brain was temporarily affected at the time of dehorning but recovered before the time of sacrifice—meaning the animal is mentally sound—its sacrifice will also be valid. As for naturally hornless animals, their sacrifice is permissible.

مأخَذُ الفَتوی

کما فی الھندیۃ : ويجوز بالجماء التي لا قرن لها، وكذا مكسورة القرن، كذا في الكافي. وإن بلغ الكسر المشاش لا يجزيه، والمشاش رءوس العظام مثل الركبتين والمرفقين، كذا في البدائع.اھ (كتاب الأضحية، الباب الخامس في بيان محل إقامة الواجب، ج: 5، ص: 297، ط: ماجدیۃ)ـ
وفی الدر المختار : (ویضحی بالجماء والخصی والثولاء) الخ
وفی رد المحتار : تحت : (قوله ‌ويضحي ‌بالجماء) هي التي لا قرن لها خلقة وكذا العظماء التي ذهب بعض قرنها بالكسر أو غيره، فإن بلغ الكسر إلى المخ لم يجز قهستاني، وفي البدائع إن بلغ الكسر المشاش لا يجزئ والمشاش رءوس العظام مثل الركبتين والمرفقين اهـ (كتاب الأضحية، ج: 6، ص: 323، ط: سعید)ـ
