Islam is not confined to only these four acts of worship

It is mentioned in Sura Al-Baqara: “And when we took the covenant from the children of Israel that they will not worship other than Allah, and they will be good to (i.e. maintain good ties with) parents, relatives, orphans and the needy and they will speak to people in a good manner and establish prayer and give (obligatory) charity.” Performing Salah and fasting are pillars of Islam, whereas remembrance of Allah comes afterwards, but why is being good to parents, relatives, orphans and the needy and people in general and speaking to people in a good manner not part of the pillars of Islam? Why is being fair not part of the pillars of Islam? Is the law of “فاحکم بین الناس بالحق” only for Hazrat Dawood علیہ السلام? My Question is that does Allah decides the pillars of Islam or the scholars.

IN THE NAME OF ALLAH THE MOST BENEFICENT AND THE MOST MERCIFUL
Please be aware that Islam is not confined to only these four acts of worship and nor did the scholars of Islam determine these pillars on their own. In fact, the Holy Prophet Sallallahu Alaihi wa Sallam himself has compared Islam to a building which is founded on five pillars. Based on this, these acts of worship have been established to be the pillars of Islam. Or else, fairness and justice, maintaining kinship and behaving with good manners in the society are also included in the main principles and acts of worship in Islam, and practice upon them is also incumbent and necessary for a Muslim.
