Is there any authority to anybody after Allah and Rasool to bring in changes to Deen?

الجوابُ حامِدا ًو مُصلیِّا ً

After the departure of Nabi Sallallahu Alaihi wa Sallam from the this world no body has any authority to bring about any changes in (Mansoos Ahkam) the declared manifested orders of Shari’a. However if the questioner writes down in detail the purpose and the objective and sends this question again it would be pondered through and the Shar’i ruling on such changes too may be explained.
