Ruling on Reciting the Qur’an on a Mobile Phone During the Menstruation

What is the ruling regarding reciting the Holy Qur’an on a mobile phone during menstruation?

الجوابُ حامِدا ًو مُصلیِّا ً

It should be made clear that it is not permissible, according to Shariah, for a woman in the state of menstruation or postnatal bleeding, or for a person in the state of major ritual impurity (janabat), to recite the Holy Qur’an—whether from a printed page, from a mobile phone screen, or by touching it directly without any barrier. It is obligatory to refrain from doing so.

مأخَذُ الفَتوی

کما فی الفتاوی الھندیة : و إذا حاضت المعلمة فينبغي لها أن تعلم الصبيان كلمة كلمة و تقطع بين الكلمتين و لا يكره لها التهجي بالقرآن ، كذا في المحيط(الیٰ قوله) و لا يجوز مس شيء مكتوب فيه شيء من القرآن في لوح أو دراهم أو غير ذلك إذا كان آية تامة ، هكذا في الجوهرة النيرة الخ۔ (ج: 1،ص:38،ط:رشیدیۃ)۔
وفی الدر المختار:(ويحرم بالحدث) (الأكبر دخول مسجد) (الی قولہ) (و) يحرم به (تلاوة القرآن) ولو دون آية على المختار (بقصده) الخ۔ (كتاب الطهارة،ج: 1،ص:172،ط:سعيد)۔
