we can recite holy quran without having wazu

Please advice whether we can recite holy quran without having wazu from the following websites which gives the complete image of Quran Pak? www.quranflash.com or www.quranexplorer.com. Additionally please inform if it is permitted to listen to the tilawah if the person is not Pak?

الجوابُ حامِدا ًو مُصلیِّا ً

Although the Sawab of reciting Qur’an e Kareem in the state of (Wudhu) ablution is more, yet it is permissible to recite Qur’an e Kareem even without having ablution (without touching it) and would not be void of Sawab whereas it is not permissible to recite it in a state of impure (Janabath) and should avoid it. However, in such a state it is permissible to listen only.

مأخَذُ الفَتوی

فی فتح القدیر : (و ليس لهم مس المصحف إلا بغلافه ، و لا أخذ درهم فيه سورة من القرآن إلا بصرته و كذا المحدث لا يمس المصحف إلا بغلافه) لقوله - صلى الله عليه و سلم - لا يمس القرآن إلا طاهر ثم الحدث و الجنابة حلا اليد فيستويان في حكم المس و الجنابة حلت الفم دون الحدث فيفترقان في حكم القراءة اھ (۱/ ۱۴۹)۔
و فی الکفایة : (قوله ثم الجنابة حلت الید الخ) یفید جواز نظر الجنب القرآن لانها لم تحل تعیین و لذا لا یجب ؟ غسلها اھ (۱/ ۱۴۹)۔
و فی الدر المختار : (و لا يكره النظر إليه) أي القرآن (لجنب و حائض و نفساء) لأن الجنابة لا تحل العين (ك) ما لا تكره (أدعية) أي تحريما ، و إلا فالوضوء لمطلق الذكر مندوب ، و تركه خلاف الأولى ، و هو مرجع كراهة التنزيه . (1/ 174)۔
