During the period of Haj, The Saudi Government allow those who are employed there to perform Haj only on the condition that they make Thasreh ( a kind of a contract) with any Haj Group, for which a fee up to approximately 1600 Saudi Riyals are spent. But the majority of the people fix the matter with taxi drivers or other private vehicle owners for 150 or 200 and these drivers use other roads where there are no check posts, or the security personnel in the check posts are known to them, or they bargain on an amount and take them to Makkah. My question is whether their Haj becomes valid on such circumstances whereas they are capable enough to pay 1600 Saudi Riyals and do Haj in legal way. There is another matter too is here i.e., Saudi Government make arrangements for the Haj pilgrims according to a count and due to these people who do not perform Haj in legal way there occurs a big rush.

Although it is a Sin to contradict to the law of Saudi Government mentioned in the question and it is essential to abide by it, however the Haj and Umrah of those who go and perform Umrah and Haj like this are correct and counted as valid.
