Performing Hajj or Umrah with Zakat funds by an Eligible Person

If a disabled person is given Zakat funds, can they perform Hajj or Umrah with that money?

الجوابُ حامِدا ًو مُصلیِّا ً

If the mentioned disabled person is a rightful recipient of Zakat, then giving Zakat to them is permissible. Once they receive the Zakat funds, they become the owner of that money. Therefore, they may use that money to perform Hajj or Umrah, and there is no Shariah restriction on this. However, since Shariah grants exemption from such acts due to genuine inability, it is not appropriate for the person to put themselves through hardship unnecessarily out of mere emotional desire, and caution should be exercised in this regard.

کما فی الدر المختار:ويشترط ‌أن ‌يكون ‌الصرف (تمليكًا) لا إباحة كما مر (لا) يصرف (إلى بناء) نحو (مسجد و) لا إلى (كفن ميت وقضاء دينه) الخ (کتاب الزکوۃ،باب المصرف، ج:2، ص: 344، ط: ایچ ایم سعید)
وفی الھندیۃ: أما تفسیرها فھي تملیك المال من فقیر مسلم غیر هاشمي ولامولاہ بشرط قطع المنفعة عن المملك من کل وجه لله تعالی هذا في الشرع (إلی قولہ ) وأما شرط ادائھا فنیۃ مقارنۃ للاداء أو لعزل ماوجب ھکذا فی الکنز الخ (کتاب الزکوۃ، الباب الاول فی تفسیرالزکوۃ،ج:1 ص:170،ط: ماجدیہ)۔
وفیھا ایضاً: ولا یجوز دفع الزکاۃ إلی من یملک نصابا أی مال کان دنانیرا أو دراھم أو سوائم أو عروضا للتجارۃ الخ (الباب السابع فی المصارف، ج: 1، ص: 189، ط: ماجدیہ)۔
