Permissible and impermissible

1. My question is that there are very few mosques in "OSH", but those who are imams do not have beards. Is it permissible to pray behind such an imam? Or should it be prayed at home?
2. Between the Sunnah and the Fardh Salath of Fajr, can Qadha Salath be performed or not? Please reply kindly.

الجوابُ حامِدا ًو مُصلیِّا ً

1. It is not right for the referred person to become Imam by his own discretion. However, if no other imam who follows the Sunnah and pious and god-fearing is available, then in such a compelled situation, instead of being forced to pray alone, there is room to pray following him as Imam and in this way, the reward of the congregation will also be availed.
2. Yes! Even at this time, it is permissible in Shari’a to perform Qadaa Salath.

مأخَذُ الفَتوی

فی الدر المختار : في النهر عن المحيط : صلى خلف فاسق أو مبتدع نال فضل الجماعة اھ(1/ 562)۔
و فی حاشية ابن عابدين :(قوله نال فضل الجماعة) أفاد أن الصلاة خلفهما أولى من الانفراد ، لكن لاينال كما ينال خلف تقي ورع لحديث «من صلى خلف عالم تقي فكأنما صلى خلف نبي» الخ(1/ 562)۔
و فی الدرالمختار : و جميع أوقات العمر وقت للقضاء إلا الثلاثة المنهية الخ(2/ 66)۔
و فی حاشية ابن عابدين : تحت(قوله إلا الثلاثة المنهية) و هي الطلوع و الاستواء و الغروب اھ(2/ 66)۔
و فی الهدایة مع الفتح : و یکره التنفل بعد الفجر حتی تطلع الشمس و بعد العصر حتی تغرب لما روی أنّه علیه الصلاة و السلام نهیٰ عن ذلك ولا بأس بأن یصلی فی هٰذین الوقتین الفوائت و یسجد للتلاوة و یصلی علی الجنازة اھ (۱/ ۲۰۷)۔
