Assalamu Alaikum wa Rahmatullahi wa Barakatuh. My name is Javed Ali. My question is as follows: I own canal-irrigated agricultural land. Recently, the Government of Sindh has issued a card called the Hari Card. Funds have now been credited to this card, which the government has provided as a subsidy. They state that this money is to be used to purchase wheat seeds and sow them in the land, and that a further installment will be given later to purchase fertilizer, etc. This card has been issued to all farmers. Is it permissible to use this money? Is it lawful (halal)? Please issue a fatwa for me regarding this matter. May Allah reward you.
It is clarified that the amount provided to farmers under the Hari Card issued by the Government of Sindh is, in reality, a grant and voluntary financial assistance from the government. This amount is a form of monetary support for farmers. Therefore, there is no Shariʿah objection to receiving or using this amount, and it is permissible according to Islamic law.
کما فی الھندیۃ: قال الفقيه أبو الليث رحمه الله تعالى: اختلف الناس في أخذ الجائزة من السلطان، قال بعضھم: يجوز ما لم يعلم أنه يعطيه من حرام، قال محمد رحمه الله تعالى: و به نأخذ ما لم نعرف شيئًا حرامًا بعينه،وهو قول أبي حنيفة رحمه الله تعالى وأصحابه، كذا في الظھيرية إلخ۔ (کتاب الکراھیۃ، الباب فی الھدایا و الضیافات، ج 5، ص 342، ط:دار الفکر)۔
وفی المحیط البرھانی: وعن علي رضي الله عنه: أن السلطان يصيب من الحلال والحرام، فإذا أعطاك شيئاً فخذه، فإن ما يعطيك حلال لك إلخ۔ (کتاب الاستحسان والکراھیۃ، الفصل فی الھدایا و الضیافات، ج 5، ص 367، ط:دار الکتب العلمیۃ)۔
if a person eats any haram thing than his 40 days ibadat will not be accepted.
