Using the money of Zakat for public welfare purposes

Can Zakat be spent for general public welfare purposes such as on hospitals, dispensaries, for education, feeding, street maintenance etc.?

الجوابُ حامِدا ًو مُصلیِّا ً

It is not permissible to use the money of Zakat where the possession of a needy person does not occur, such as using it on hospitals, dispensaries, and maintaining streets etc. However, if one would purchase books for a student who is eligible for Zakat (with the money of Zakat), or give the amount, or purchase food with it and give it to a needy person, making him its sole owner, then ones Zakat will be valid.

مأخَذُ الفَتوی

ففی الفتاوى الهندية: ولا يجوز أن يبني بالزكاة المسجد، وكذا القناطر والسقايات، وإصلاح الطرقات، وكري الأنهار والحج والجهاد وكل ما لا تمليك فيه اھ(1/ 188)
وفی الفقه الإسلامي وأدلته: يشترط التمليك لصحة أداء الزكاة (1) بأن تعطى للمستحقين، فلا يكفي فيها الإباحة أو الإطعام إلا بطريق التمليك اھ(3/ 1812)
