Receiving Zakat Funds by a Welfare Trust

Respected Mufti Sahib, Darul Ifta, Assalamu Alaikum wa Rahmatullahi wa Barakatuh!
I wish to present the following: Binoria Welfare Trust, Karachi, Pakistan, is a well-known religious and charitable organization, working purely for the pleasure of Allah, the service of humanity, and the reformation of society, in order to assist those eligible for zakat and other needy individuals across the country. All activities of the organization are carried out through public contributions, especially zakat, sadaqat, and donations. In this regard, guidance is sought as to whether it is permissible according to Shariah for Binoria Welfare Trust to receive zakat and sadaqat. Your Shar‘i guidance in this matter will be greatly appreciated and rewarded by Allah.

الجوابُ حامِدا ًو مُصلیِّا ً

Since the charter of the welfare organization mentioned in the question includes providing financial assistance to those eligible for zakat and to needy individuals, it is therefore permissible and valid according to Shariah to give zakat and obligatory sadaqat through this organization for the purpose of financially assisting those entitled to receive zakat.

مأخَذُ الفَتوی

قال اللہ تعالیٰ : انَّمَا الصَّدَقَاتُ لِلْفُقَرَآءِ وَالْمَسَاکِیْنِ وَالْعَامِلِیْنَ عَلَیْھَا وَالْمُؤَلَّفَة قُلُوْبُھُمْ وَفِیْ الرِّقَابِ وَالْغَارِمِیْنَ وَفِيْ سَبِیْلِ اللہِ وَاِبْنِ السَّبِیْلِ(سورۃ التوبہ /60)۔
وفی الدر : أي مصرف الزكاة (الی قولہ) (هو فقير، وهو من له أدنى شيء) أي دون نصاب أو قدر نصاب غير نام مستغرق في الحاجة الخ (باب المصرف/2/339)۔
وفی الدر: ویشترط ان یكون الصرف تملیكًا لا اباحة كما مر لا یصرف الٰی بناء نحو مسجد ولا الٰی كفن میت وقضاء دین اهـ (2/344)۔
