It is necessary for the validity of Zakat that the one receiving it be made its owner. I want to give my Zakat where children with mental problems are taken care of. In that case, how can Zakat be valid if the receiver must also be made its owner?
Transferring of ownership (of the money given in Zakat, from the giver to an eligible receiver) is indeed a condition for the validity of Zakat. If this condition is not fulfilled, then Zakat will be invalid. For this reason, the questioner should give the Zakat money to a child’s guardian (who will receive it on behalf of that child), or have the money donated to the foundation after Tamleek-e-Shar’ee.
